In 1950, the Volksbund Deutsche Kriegsgräberfürsorge and the municipality of Heemsen created a war cemetery on the outskirts of Heemsen. This was popularly known as the "Russians' Cemetery". 740 Soviet prisoners of war rest in 39 mass graves.
A clay tile project was initiated under the motto "Giving the dead a name". All 740 deceased prisoners of war are named with their date of birth and death on the clay plaques attached to the stelae in the barracks. The history of the memorial and eyewitness accounts are presented on display boards.
On November 19, 2017, the memorial was inaugurated in its current form.
