AI Sovereignty in Tourism: Securing Value Creation Instead of Exporting Capital

Is Germany’s tourism industry facing a digital sell-out? 

While we celebrate the potential of Artificial Intelligence, a massive outflow of capital is taking place in the background. We have to decide: do we let digital value creation drain away permanently, or do we build our own sovereign infrastructure that functions as a "AI operating system" for our industry?

The facts:

A financial wake-up call

Our experience with the platform one.intelligence shows a worrying imbalance. Despite clear commitments to European values and OpenSource, the numbers speak for themselves:

  • 99% of AI workloads currently go to US providers.
  • Less than 1% of computing power is provided on our own infrastructure in Germany (e.g. with OpenWeight models like Mistral).

Even today, five-digit amounts already cross the Atlantic every month as “token fees”. In two years, this sum will multiply to several hundred thousand euros per month

In doing so, we are unintentionally funding the innovative strength of those who threaten our digital independence. Every euro that we don't invest in domestic computing power today will be missing tomorrow for our own technological evolution.

Hardware is just the foundation: The “Tourism Operating System”

AI sovereignty is much more than just computing power. Real value creation only happens when AI models are deeply integrated into the tourism infrastructure. A sovereign AI operating system must be able to process complex data streams in real time: from booking systems and content hubs to real-time visitor data and CRM profiles.

Technologies such as Model Context Protocol (MCP) services make this data usable for AI in the first place. We build on strong existing initiatives, such as the federal states’ open data projects and the DZT’s Knowledge Graph. This data is the currency of the future – it must be refined within a secure, domestic infrastructure and become an integral part of the AI operating system.

The economic rationale: investment instead of dependency

A simplified calculation example for clarification: To represent the current AI workload of one.intelligence on your own infrastructure, a hardware investment of around €1,000,000 would be needed. If you compare this with the cumulative outflows of the coming years, it becomes clear: this is the path from “renting” to “owning” in the digital world. We’re investing in physical assets, local expertise and long-term independence.

An entrepreneurial appeal – without finger-pointing

We don’t see ourselves as critics, but as creators. As a company rooted in tourism for 25 years, we have already invested over half a million euros from our own cash flow to act as a “kickstarter” for this technological foundation. We’re taking a risk because we believe in Germany as a business location.

Now it’s time for the alliance to act:

  • Businesses & investors: Get actively involved in building this value chain and recognise the strategic importance of an independent AI.
  • Politics & stakeholders: Our invitation stands. We’re not looking for subsidies as an end in themselves, but for partners who, together with the private sector, will safeguard the economic strength of our future.
